If you want to make a connection with someone, what are you waiting for? The person you have your eyes on isn't going to stick around forever -- it is time you stepped up and said hello. Sure it would certainly be nice if this person made the first move, but that isn't the reality right now. If you want something to start, you will have to be the one to start it. Do not prepare a big speech or script. Just go with the flow and let things unfold naturally.
